What We Do


The Environmental, Health and Safety Unit's mandate are as follows:

  • Implementation and coordination of Environmental Policies and Procedures for the Ministry of Works and Transport (MOWT)
  •  Implementation and review of programmes/strategies/plans, aimed at protecting the environment in accordance with the Environmental Management (EM) Act 2000
  •  Preparation of Terms of Reference (TOR) for the procurement of Environmental Consultants
  •  Supervision and review of Environmental Impacts Assessments (EIA)
  •  Procurement of Certificates of Environmental Clearance (CEC) for all relevant MOWT Projects
  •  Advises the Permanent Secretary and Honourable Minister on matters pertaining to Environmental Issues
  •  Liaison with local, regional and international stakeholders/organizations to promote best environmental practices in the MOWT
  •  Perform the functions of designated Environmental Officer to the Environmental Management Authority (EMA)
  •  Assists the Permanent Secretary with matters pertaining to Disaster Preparedness and Management
  •  Formulation and implementation of training programmes on Environmental management and inspections for the staff of the MOWT
  •  Management of the financial and administrative operations of the Environmental, Health and Safety Unit
  •  Formulation and implementation of a Health and Safety Management System (HSMS) Environmental Policies and procedures in the MOWT
  •  Implementation and review of programmes/strategies/plans, aimed at ensuring health and safety of employees in accordance with the Occupational Safety and Health Act (OSHA) 2004, as amended
  •  Supervision and review of Risk Assessments
  •  Execution of inspections to ensure that all buildings, compounds, plant, equipment and systems of work are safe and without risks to health
  •  Implementation of arrangements for the safe use, handling, storage and transport of articles and substances
  •  Provision of advice and assistance to keep the MOWT updated with any new legislation to complement the competence of those staff with safety and health responsibilities and the annual reviewing of the policy
  •  Procurement of Personal Protective Equipment for all relevant staff of the MOWT
